TVET Program Manager

Main Job Purpose:

The Program Manager is responsible for overseeing all operations of their assigned program under the Education & Scholarships’ Sector, and for planning and managing the program projects and activities at field levels in accordance with policies and procedures of SFSD.

Accountabilities

Overall accountabilities:

  • Review and oversee implementation of strategies that maximize synergies amongst assigned program’s projects.
  • Advise on development of sector strategies, annual work plans and progress reports, and other sector-related matters.
  • Review and verify the matrix and master-plan of assigned program.
  • Develop, in liaison with Education & Scholarships’ Sector Director, assigned program’s Strategic Plan, and Annual Work Plans and Progress Reports.
  • Review and update assigned program’s policies and procedures.
  • Review and update policies and procedures for financial management systems, funding policy, and skills development systems as is required to run successful operations.
  • Propose ideas for enhancing assigned program’s performance.
  • Review budgets of assigned program’s projects according to agreed schedule and format.

Technical Education programs:

  • Research topics related to the TVET education sector projects
  • Review different project design stages, including development support and institutional review of project concepts, proposal package and contractual agreements.
  • Review institutional assessments of implementing partners and project concepts prior to Education & Scholarships’ Sector Director review.
  • Carry out site visits of projects that have been supported, and maintain sustainable and effective relationships with implementing partners.
  • Oversee and guide monitoring and performance supervision of assigned program’s projects, through regular communication with officers and implementing partners (as required) conducting field visits; reviewing technical progress and final reports, and requests for milestone payments; providing technical assistance to officers and implementing partners (as required); and mitigating risk and challenges as required.
  • Oversee submittal of assigned program’s project milestone and final technical reports.
  • Contribute to data collection and analysis for assessing the effectiveness of funding policies and procedures, and the overall performance of assigned program.
  • Support and monitor the partner NGO database and related projects data in collaboration with the MIS in order to have complete profile about the partners and facilitate accessibility to project information at any time.
  • Provide technical support for NGOs/associations/educational institutes through helping them fulfill the documentation needed from the foundation and help in program implementation.
  • Review MIS / database and provide support, development and enhancement.
  • Work closely with staff members to share ideas.
  • Review and integrate best practices based on work experience.
  • Review and approve the plan of all assigned program as per SFSD regulations.
  • Identify different sources of information and best practices relevant to assigned program.
  • Provide clearance for social media and website content material to the PR and communication sector that reflect the sector progress, success stories and achievements.
  • Carry out other tasks as assigned by the Sector Director.

Monitoring and evaluation:

  • Submit regular and ad hoc status reports of assigned program to Sector Director.
  • In collaboration with the sector director, conduct the annual performance management for the team to support career development aspirations.
  • Participate in support and training of Education & Scholarships’ Sector new recruits
  • Provide technical assistance to the sector team.
  • Conduct interviews, select and recruit new staff in coordination with the HR sector and the sector director.
  • Collaborate with the other sectors:
  • Implement and monitor new programs either a pilot initiative or based on a scientific evidence that focus on quality, community impact and ensure that projects serve SFSD strategic objectives and in alignment with the agreed OKRS.
  • Maintain regular monitoring and evaluation for the partners/NGOs with the L&S sectors to achieve consistency in programs implementation and ensure alignment with SFSD regulations.
  • Support and monitor the database of the partner NGOs and related projects data in collaboration with the MIS in order to have complete profile for partners and facilities accessibility to project information at any time.
  • Provide clearance for social media and website content material to the PR and communication sector that reflect the sector progress, success stories and achievements.

Networking and communication:

  • Attend events and meetings on behalf of the Sector Director – as needed - and create regular positive networks and communication with governmental and non-governmental counterparts in coordination with the Education & Scholarships’ Sector Director.
  • Establish sustainable and effective relationships with partners, NGO’s, government and public bodies, private sector entities, and other stakeholders that are of relevance to their scope of work in Egypt, regional and international.
  • Develop and maintain regular contacts with targeted communities and beneficiaries as required.

Job Requirements

Education:

  • Bachelor Degree in Business administration or any related field
  • Master degree is a plus

Experience:

  • 10-12 years of experience preferably in TVET programs.
  • Good experience in working with NGOs and development work

Computer Skills:

  • MS office proficiency

Languages:

  • Native-speaker proficiency in Arabic composition.
  • Proficiency in English composition
  • Competent in translation of documents from Arabic to English and vice versa.
  • Report writing
  • Basic knowledge of German language is a plus
